Certificates and statements were sent to lunacy commissioner inWhitehall.  They were supposed to be able to check on false claims. Supposed to deal with abuse. A sham according to one newspaper reviewer. Records from commissioners at Kew - commissioner notebooks - lunacycommission notebooks Rubber stamping, glossing over. Public would eagerly support court cases trying to appeal decisions incourt.  Some public would try and break them free. Monomania - entirely sane, apart from one aspect or belief. Depression lumped in with this. Moral insanity, or personality disorder in today's parlance Concept came over from France. One part of the mind failed while rest functioned normally. Anyone could suffer - normal people could be mad. Dipsomania - Insane through drink. Excitability when drunk. Indecency when drunk. "Second most curable form of insanity behind post natal depression." Some used this to remove a drunk from the home. 1845-60 - huge process of construction of Victorian asylums. Architects thought them to be spacious and homely. County asylums paid out of public purse Years before NHS there were these publicly accessible institutions. So expensive for parishes to incarcerate. 1913 institutional act that started to incarcerate more, which iswhere the mass incarceration of women for bearing illegitimatechildren comes into being.  Not much of that before because of thecost to local parish.
